A LEADING council officer who, though little fault of his own, became the centerpiece of a huge political row in Thurrock is to leave the authority.

Last year Roger Harris became the focus of a significant debate when the council's chief executive Lyn Carpenter attempted a reorganisation of the council's senior management structure against the wishes of a majority of councillors – including members of the ruling Conservative group.

She attempted, using her delegated powers, to railroad through her plan to add the directorship of children's services to Mr Harris's already full portfolio of responsibility which included Corporate Director of Adults, Housing and Health.

She stood by her plan even after a full meeting of the council instructed her not to. In the end, the democratic will of members prevailed and at the eleventh hour she changed her mind.

Mr Harris, who was understand to have been deeply upset by the controversy, kept his counsel to himself and carried on his responsibilities, being universally praised by councillors for his work – and his dignity in the crisis.

Now though, he is to leave.

Thurrock Nub News discovered earlier this week that Mr Harris has resigned from the council, though he is not seeking retirement. Ms Carpenter briefed senior councillors directly, saying: "Roger can speak for himself for his actions."

We asked the council for a comment, which was received today (Friday, 4 September).

It reads: "Roger Harris, Corporate Director of Adults, Housing and Health at Thurrock Council, has decided after 13 years' service in Thurrock and 40 years working in health and social care to have an agreed and planned exit from the council.

"He will leave in March 2021 to pursue other outside interests and recruitment is underway to appoint a successor in due course."

Cllr Rob Gledhill, Leader of Thurrock Council, said: "Roger has been an exceptional and dedicated senior officer at Thurrock Council for well over a decade. His calm professionalism and excellent leadership will be greatly missed.

"Roger has helped transform adult social care by improving partnership working with the voluntary sector and health partners to support Thurrock's most vulnerable residents and introducing much valued initiatives such as the local area co-ordinators in the community.

"In housing we have seen vastly improved tenant engagement helping to ensure the provision of better services through his leadership.

"I wish Roger all the very best and thank him for all his hard work for the people of Thurrock."
