Does someone involved in this, live in Cambridge? My daughter lives within the Ashford district of Kent. Her village unpaid council wrote their own local plan and 80% of the village turned out, mostly to approve it. Ten years later Ashford had to prove that the new totals required were still met to within +/- 15%. Some villagers were disgusted to discover that Ashford could now pick new development sites up to 15% and call them “windfall gains”. The low cost terrace of 4 converted by appeal to The Government into a gated development of a pair of luxury semis, plus an extra bungalow. But we are still better off with a local plan than no local plan.
Perhaps, this a typo of a cut and paste taken from the failed 2017 local plan?
In the short term the Lower Thames Crossing has a choice of the tunnel at Dartford or possibly special permission to use the cable tunnel, part of the super pylon to run from Norwich; so perhaps that budget will finance a new electric ferry?

The heading says "By 2044", so I read it as what will be in place in 2044......

A typical Friday afternoon journey from Gravesend to Grays today. Bus departed Gravesend 14:50 - arrived Bluewater 15:22 in time for the 15:30 X80 to Lakeside. X80 CANCELLED due to heavy traffic, so a 1 hour wait for 16:30. This left on time but was 30 mins late at Lakeside, arrived just in time to catch the 17:30 100 to Basildon. Left on time but 20mins late into Grays due to gas works on London Rd. Total journey time just over 3 hours. THIS IS WHY WE NEED THE FERRY!

I expect the specialist officers that wrote this just copied and paste from previous local plans, and none of them live in the Borough. If they do I'm frightened of the quality of these people we employ.

BRING BACK THE TILBURY/GRAVESEND FERRY ASAP

Well we wouldn't want to make them look incompetent so perhaps we should reinstate the ferry, a win win situation.
