RESIDENTS across Thurrock have mocked Thurrock Council after it delivered its ‘improvements and benefits’ to safe and sustainable travel across the borough by painting arrows and lettering on pavements and putting up signs on lamp-posts that offered little or no explanation about what they mean.
And it appears a commitment to consult with councillors about the project has been ignored - other than to tell them what is happening.
In June council leader Cllr Rob Gledhill announced how the council would be spending £288,000 – the first part of a £1,438,000 government grant aimed at promoting sustainable travel and creating a safe local infrastructure. He said: “This funding will allow us to create wider footways and cycling infrastructure to help people get to schools, shops and employment while avoiding public transport and still following social distancing guidance.
“We have identified 27 projects which will have both short and longer term benefits to safe and sustainable travel across the borough.
“These will be shared with ward councillors for comment.
“With the short delivery time we have to ensure this grant of taxpayers money is spent wisely and delivers these projects as quickly as possible.”
Last week teams of council contractors moved into action.
Using a template they spray-painted a small worded message ‘Keep Social Distancing – Thank You’ on pavements in selected areas of the borough. In some places they also put down a singe arrow indicating a direction of movement.
Signs were erected saying ‘Covid 19 – Social distancing rules apply’. Initially there was no instruction as to what the signs were meant to mean or achieve. Some areas also had signs asking drivers not to park with a wheel on kerbs – even though where the signs were placed in some areas, that would mean the road would become difficult for larger vehicles to navigate.
Last Thursday Thurrock Nub News asked the council for more information about the signage and what its purposes was. As yet we have received no response through over the a second sign was placed on some lamp-posts where there were arrows, saying ‘Covid-19 Narrow Footways One-way Separation.’
Within a couple of days of being painted residents reported many of the pavement marking had been scuffed and were indecipherable.
And almost all the signs were being ignored with little evidence that pedestrians were aware of what they should be doing and cars continued to park on kerbs.
The scheme has been mocked on social media with many people saying the council should have spent the money on blitz on broken paving, repairing potholes and making real safety improvements. It has been widely described as a total waste of time and money.
And Thurrock Council Labour leader John Kent, whose ward contains one of the most heavily-marked and signposted roads – Southend Road in Grays – says he has been given limited information, nor asked for his opinion and he is not aware of other ward councillors being asked their input. It was presented as a spreadsheet as a 'done deal'.
He summed up the scheme: “Cllr Gledhill said ‘we have to ensure this grant of taxpayers’ money is spent wisely’. This is neither wise, nor effective. I struggle to find the words to describe what I have seen done and I am extremely disappointed that there has been no engagement, no consultation and so little information given to the public. The whole thing beggars belief.”

Chafford Hundred: Galleon Road/Saffron Rd/Fleming Road. Create space for cycling towards railway station Railway Station.
