Borough police clampdown on e-scooters and electric bikes
By Nub News Reporter 28th Feb 2026
THUROCK Police say they have just completed a busy week on the streets of the borough, checking out electric scooters and e‑bikes.
In a statement Thurrock Neighbourhood officers say that, over the past week, they have been out on proactive patrols on the High Street in Grays, in South Ockendon and in Tilbury.
They say: "As a result of continued anti‑social behaviour involving electric scooters and e‑bikes, three e‑scooters and an e‑bike have been seized.
"We know many people enjoy using e‑scooters and e‑bikes, but it's important to understand the laws that help keep everyone safe.
"Privately owned e‑scooters are illegal to ride in any public place, including roads, pavements, cycle lanes and parks. They can only be used on private land with the landowner's permission.
"Using a private e‑scooter on public roads can lead to fines, penalty points, and seizure of the scooter.

"Rental e‑scooters (in authorised trial areas - there are none in Thurrock) are the only e‑scooters permitted on public roads, and riders must hold at least a provisional driving licence.
"Most standard e‑bikes are legal on public roads and cycle paths if they meet the rules for an EAPC (Electrically Assisted Pedal Cycle):
- The bike must have pedals that can propel it,
- The motor must have a maximum continuous power rating of 250W,
- Motor assistance must cut off at 15.5mph,
- Riders must be 14 or over.
"If an e‑bike exceeds these limits (for example, more powerful motors or throttle‑only operation), it is legally treated as a moped or motorcycle, requiring registration, insurance, tax, a valid licence, and an approved helmet. Uninsured or non‑compliant e‑bikes may be seized.
"Our officers will continue engaging with riders, parents, and young people to ensure everyone understands the law and the risks.
"We want our high streets and neighbourhoods to remain safe, welcoming spaces for all."
