Care plans for home in rural setting

A FORMER residential property in Bulphan could be transformed into a specialist supported living facility and day centre under new plans submitted to Thurrock Council.

Liberty Centre Ltd, a Care Quality Commission-registered provider, has applied for permission to change the use of Judd's House, on Harrow Lane, from a private home to a combined care and support hub for adults with learning disabilities, autism, and related conditions.

The applicant said the proposed facility would offer 24/7 supported living services alongside structured daytime programmes operating Monday to Saturday.

The centre would focus on person-centred care, aiming to help individuals live independently while integrating into the wider community.

The day centre aims to provide a range of educational, therapeutic, and recreational activities, including arts and crafts, music therapy, gardening, and off-site supervised outings such as swimming and horse riding.

Programmes would also support work experience, volunteering, and nationally recognised qualifications.

Judd's House, situated in a mixed residential and rural area, is described as having suitable grounds for therapeutic use, good access to public transport, and adequate parking.

The internal layout would be adapted to include private bedrooms, communal living areas, sensory spaces, and multi-purpose activity rooms. All modifications would comply with accessibility standards and incorporate sensory-friendly design principles.

In its presentation, Liberty Centre said the facility would contribute positively to the local community by promoting inclusion, reducing social isolation, and supporting individuals to achieve greater independence. Service users would also participate in local voluntary work and environmental projects.

The company said: "The proposed change of use of Judd's House to a supported living facility and day centre represents a sensitive and appropriate adaptation of an existing residential property.

"The facility will provide essential community infrastructure supporting some of the most vulnerable members of society while contributing positively to the local community."

The application also notes that operations will be designed to minimise disruption to neighbours, with structured routines and professional supervision in place.

In 2019 plans for eight news homes on the site were rejected by the council.
