Councillor sings praises of initiative that will mean private landlords have to up standards

THURROCK Council has launched a new consultation on proposals that could help ensure better quality private rented homes across the borough.
The Selective Licensing Scheme means landlords will offer higher standard and better maintained homes. They would also have to take action to tackle nuisance neighbours and address reports of anti-social behaviour.
Cllr Mark Hooper, cabinet member for adults and health, said: "If adopted, the selective licensing scheme would mean that landlords of privately rented properties would need to provide higher standard homes to tenants and ensure that their properties neighbours are protected before they are allowed to rent out a home in the borough.
"In turn they will benefit from help and guidance from us as and a level playing field for privately rented properties which will help them attract better tenants.
"The consultation will be open to all residents, landlords, and other stakeholders.
"Thurrock Council encourages as many people as possible to participate in the consultation process to ensure that the scheme is tailored to meet the needs of the community.
- Online Survey: Participants can complete the online survey available at consult.thurrock.gov.uk/selective-licensing-2025
- Public meetings: We are holding online public meetings on 28th May and 25th June 2025, with both meetings starting at 6pm.
- You can attend to find out more and tell us about your views on our proposals. So please ensure you register early to reserve your place.
- Paper copies of the questionnaire are available at Thurrock Libraries or can be requested by emailing [email protected] "
If Selective Licensing were introduced in Thurrock, the council would require private landlords and managing agents to have a licence for any rental properties within most of the borough. This licence would help ensure that:
- Properties are kept safe and in good condition.
- Gardens and yards are clean and tidy.
- Landlords manage anti-social behaviour by tenants, such as noise, litter, and illegal dumping.
