Debate stalled after lack of information on proposed Grays home extension and HMO plan

THURROCK Council has delayed a decision on a major extension to a terraced property in Grays after questions were raised over whether it will operate as a House of Multiple Occupation (HMO).

The planning committee considered an application for 41 Clarence Road seeking permission for a part single, part two-storey rear extension and a loft conversion with a rear dormer. The property has already been the subject of several approved applications, including a Lawful Development Certificate allowing it to function as a six-bed HMO.

However, the latest proposal was presented to the committee as a single-family home, prompting confusion. Planning officers recommended approval, stating the scheme would consolidate previous consents into one application, allowing construction to be completed in a single phase rather than piecemeal.

The application was called in by councillors concerned about overdevelopment and the lack of parking provision. Officers argued the extensions would have an acceptable impact on the character of the area and neighbouring properties, subject to conditions.

Labour councillor Valerie Morris-Cook voiced strong objections, saying: "While extensions are generally acceptable in residential areas, this proposal consolidates multiple consents—single storey, two storey and a loft conversion—into one, creating a significant cumulative impact. This goes beyond what was originally assessed and should be considered overdevelopment.

"The combined extensions may cause loss of light and overshadowing, and the property will operate as a six-person HMO without off-street parking. Approval could set a precedent for large-scale extensions in similar terraces."

Speaking for the applicant, David Gutwirth said the aim was to create additional living space in keeping with the property and surrounding area: He said: "The main reason for submitting this application is to bring together elements that already have permission into one build, reducing overall time, cost and disruption to neighbours."

However, Mr Gutwirth was unable to confirm whether the property would remain a family home or operate as an HMO under its existing consent.

The committee voted to defer the decision until the future use of the property is clarified.
