CHANGES are afoot across several sections of Thurrock Council's licensing polices and local residents are being asked for their input.

One area under review is how the council deals with licensed premises and activities across the borough, including pubs, bars, restaurants, shops selling alcohol, or tobacco and vapes, entertainment venues and community events.

As part of a review, the authority is proposing a number of updates to reflect changes in legislation, national guidance and emerging issues, including drink spiking, violence against women and girls, terrorism preparedness, outdoor seating areas and child exploitation.

Cllr Russell Cherry, portfolio holder for Veterans, Enforcement and Environment, said: "Our licensing policy helps shape how licensed premises operate across Thurrock and plays a vital role in keeping our communities safe while supporting a vibrant local economy. We want to ensure the policy strikes the right balance between supporting responsible businesses and protecting local communities."

Meanwhile the council has been looking at how it licenses, inspects and regulates animal-related activities across the borough. Residents and animal welfare organisations are being invited to have their say on a new draft policy.

It has launched a public consultation on its Draft Animal Activity Licensing Policy this week, with residents, licence holders, veterinary professionals, animal welfare organisations and anyone with an interest in animal welfare encouraged to take part.

The proposed policy brings together the Council's approach to animal licensing, inspections, enforcement and decision-making in one document, with the aim of providing greater clarity, consistency and transparency.

It covers a range of activities, including animal boarding, breeding, pet sales, dangerous wild animals, zoos and primate licensing. It also sets out the standards expected of licence holders and the Council's approach to promoting high standards of animal welfare across Thurrock.

Cllr Cherry said: "Animal welfare is something that matters to many people across Thurrock and it is important that our approach to licensing is consistent and effective.

"This consultation gives residents, businesses, animal welfare organisations and professionals the opportunity to look at the proposed policy and tell us what they think.

"I encourage anyone with an interest in animal welfare or animal licensing to take a few minutes to read the draft and share their views. Public feedback will help ensure the final policy is practical and reflects the needs of Thurrock."

The consultation is now open and responses will help inform the final policy before it is considered for adoption. The consultation closes on Monday, 9 November 2026.
