Tribute flag will still fly in Tilbury - where town's hub and library will get a boost

COUNCILLORS have approved plans to transform Tilbury Library into a new multi-use community hub, backing proposals to modernise the longstanding civic building.

And the council has confirmed that, despite recent rulings against certain flags that can be flown on civic buildings, the flag of Canada – which represents Tilbury's close connections with the Commonwealth – will continue to be flown.

The scheme for Tilbury Library and 15A Civic Square – recommended for approval ahead of Tuesday's (9 June) council planning committee meeting – will see internal reconfiguration to create a combined library, community hub, café and shop.

Members widely supported the proposal, with Cllr Peggy Davies describing it as "a brilliant idea" that will provide much-needed space for residents.

Under the plans, 129 square metres of additional floor space will be created alongside a new main entrance, while the upgraded hub will feature eight computer desks, five study desks, a children's area and an outdoor courtyard with seating.

The project builds on earlier proposals to revitalise the site and improve community provision in Tilbury, with officers highlighting the benefits of bringing services together in a more modern, flexible space.

Although the site sits within Flood Zone 3, classified as a high-risk area, it was deemed suitable as the works are limited to internal alterations rather than new development.

Tilbury St Chads ward Cllr Bailey Scott said: "Local facilities like this are what our communities need, additional areas for residents to meet but also providing sheltered community space.

"The area has good public transport links, with bus stops, bike lanes and pedestrian footpaths located nearby."

Concerns around safety were noted, with Essex Police recommending early engagement to ensure crime prevention is built into the design.

Despite some questions, councillors were unanimous in their support, voting in favour of the scheme.

Vice-chair Cllr Steve Taylor said: "This is a very good use of the building and a great way of adapting it and making it more current so I without question will support this application no shadow of a doubt about it."

Chairman Cllr Russell Cherry also supported the proposal noting "this is great for Tilbury and I too shall support this."

Some questions had been asked about the continued flying of the Canadian flag, which commemorates Tilbury's connections with Canada established in the First World War and through the Commonwealth.

However, the council told Thurrock Nub News: "The council is currently updating its flag policy to reflect a renewed focus on civic identity and community pride.

"At the Civic Offices in Grays, the council will fly the Arms of the Borough of Thurrock, the Union Flag and the St George's Flag throughout the year. Flags that do not have a direct and demonstrable link to the council's civic functions will no longer be flown at this site.

"In line with this policy, the council will fly the Armed Forces Day flag next week. This flag incorporates the Union Flag and represents a nationally recognised civic observance. Its display reflects the council's commitment to honouring and recognising the service and sacrifice of Armed Forces personnel, veterans and their families.

"The council recognises that, at other locations across the borough, certain flags are flown for specific historic or commemorative reasons.

"For example, the Canadian flag is flown at the Tilbury War Memorial to mark the presence of Canadian forces stationed in Tilbury during the First World War. The council supports the continuation of such displays where they are directly connected to local heritage and remembrance."
