12 home apartment block proposed for town centre site

AN application has been submitted to build a three-story block of 12 apartments in Stanford-le-Hope.
It is a scaled down version of an initial project first put to Thurrock Council in 2019 for 20 flats but has been reduced, says the applicant's agent, because of some concerns over the overall size and impact of the development along with pressure on parking requirements and access.
However, the agent believes those problems have been overcome with the new outline application, submitted in the name of A. Cook of 97 Victoria Road.
The statement submitted with the application says the 'high quality development' will bring "regeneration of the site and ensure the efficient use of land."
It adds: "The site will create an attractive and distinctive development Located centrally in Stanford-le-Hope."
The block will consist of eight two bedroom apartments and four one bedroom ones. There are 14 car parking spaces.
In the reasons why the application should be approved, the application says: "The development allows an existing family to expand and grow without the need for relocation away from their local community" though there is no specific mention of who this applies to.
Summing up, the application says the beneits of the scheme include
- Positive design enhancements to the site, improving its outward character and appearance, which contribute to the diversity and visual interest in the street scene.
- Little or no impacts upon amenities of adjacent occupiers.
The applicant says planning guidelines state development that is sustainable should be approved without delay unless there are significant and material harms that outweigh the benefits. The application concludes: "In terms of harm, there are none that can be readily identifiable that are so materially averse to warrant refusal of the application."

There is no submission from the applicants about Section 106 contribution - a sum of money to be paid for the provision of local amenities including eduication and health. Nor is there any mention oif any affodable housing quota.
It does state the the site is 'located on the northern western edge of the street and backs on the land that has permission for 153 dwellings. That is the Hope Green site, currently being developed by SO Resi, shared ownership brand of Metropolitan Thames Valley Housing. It doesn't mention it backs on to the River Hope, which has recently been subject to substantial flooding.
