Bid to create new restaurant in town shopping precinct is back on the table

CORRINGHAM town centre could get a new restaurant which will create several jobs if plans are approved by Thurrock Council.
An application has been submitted to change the former OMG Desserts shop at 17 Grover Walk into a new family-run restaurant.
The applicant's agents say: "We believe the change of use will add to the local shopping area as family run quality restaurants have always been in demand.
"The aim is to create a cosy place where locals can come and enjoy freshly prepared meals."
A previous application to convert the permitted use of the premises as a food outlet rather than a shop was rejected in error due a misunderstanding say the agents, with planners believing that the application would mean two non retails outlets were side by side - something not allowed under planning rules.
But, say the agents: "We believe in the previous application this detail was overlooked therefore the application was refused, however, with our thorough research we have found that the proposed change of use will not result in there being two non-A1 units being beside each other therefore the refusal reason has been overcome.
"Not to mention that in this parade there is only one food store which is in fact an A5 unit existing to the end of the parade."
in their submision the applicants also say: "It is also good to note that in the previous application for the change of use, although refused due to some details being overlooked, there were no objections for the proposal including the Public Protection and Environmental Health departments. "It is argued and seen in previous documents submitted to the local planning service that: for over a period of eighteen months two businesses that have occupied the premises have been unsuccessful and were unable to maintain rent payments. "This, and other premises bills, have resulted in financial loss to the owner. The owner has advised that she has been unable to find new tenants which is reflective of the difficulties of the current retail economy. "There is a perception that operators would not make money whilst the premises remains in Use Class A1 thus, this application should be approved in order to proceed with successful and useful businesses in the area. "According to the Thurrock Local Plan Issues & Options (Stage 2) 'There is a need to ensure that existing employment areas and premises continue to meet adiverse range of business needs and consider if it would be appropriate for them to allow alternative commercial needs beyond the traditional employment uses of business' suggesting to keep or where possible expand working opportunities.
"This proposal will make space for new employment and higher numbers of employment due to the nature of the business."
