Home conversion for looked-after children wins approval

THURROCK Council has given the go ahead for another house to be turned into a children's home.
The owners of 5 Dunlop Road, Tilbury, applied for permitted development rights to turn the mid-terrace property into a home for three looked-after children and no more than six residents living together as "a single household".
Plans show the house has a lounge, kitchen, and office on the ground floor and three bedrooms and a shared bathroom on the first floor.
The premises, run by Cannon Children Services Ltd, will be used to accommodate a maximum of three young people, with up to three carers providing care on a shift basis.
The carers will be responsible for the daily welfare of the residents, assisting with routines such as breakfast preparation, school runs, and evening activities.
The downstairs office will be utilised as sleeping accommodation for one carer, while another carer will remain on-site overnight to provide supervision. Carer shifts are expected to commence at 8am, with no shift changes taking place during unsociable hours.
A planning officer's report said: "The supporting statement outlines the operational arrangements for the proposed change of use. Regarding visitors, any additional individuals attending the premises would do so during daytime hours and on an ad-hoc basis. Such visits may include those from the relevant local authority social worker, who typically conducts a review once every two months, either on-site or off-site.
"Vehicular movements associated with these visits are expected to be minimal and comparable to those of a typical household, such as visits from friends and family. Furthermore, the statement highlights that the premises would accommodate non-resident household visitors, including domestic staff such as cleaners and gardeners. Overall, the operational details provided appear to align with typical residential care arrangements, with minimal impact expected in terms of visitor activity and vehicular movements."
A number of children's homes have been the go ahead to open recently.
These include a home for three children in Meadow Drive, Aveley, a home for three children in Argyll Road, Grays, a home for two children in Seaborough Road, Grays and a home for five children in Catherine Close, Chafford Hundred.
