More backing for another layer of local governance - will Thurrock come under the guidance of a new country-wide mayor?

SUPPORT is growing for a proposal that would see another layer of governance across Essex - including Thurrock.

While the cash-strapped Thurrock Borough Council is in the midst of its own strife following its financial meltdown, it had previously indicated support for a plan to create an Essex-wide Mayor with powers simplar to that of the Mayor of London.

That apprach to the government, which was also supported in principle by Essex County Council has now also been backed by Southend, the country's other unitary authority alongside Thurrock.

Supporters of the proposal claim it could bring a £1billion investment from Government and 50,000 new jobs.

Southend Council has now announced it is set to approach the Government to register its interest in a "Greater Essex devolution" package alongside Thurrock and Essex councils.

It would see the councils have greater control and access to Government funding on things like transport and health. The three councils would remain self-governing as they are now but a directly-elected mayor could oversee the wider development of the county.

Southend Council leader, Cllr Stephen George, said the expression of interest was a starting point which sets out "key principles and areas to collectively explore", adding: "This does not commit Greater Essex or Southend to anything.

"It simply opens the conversation with the Government so that we can fully understand how local people, businesses and communities could benefit from a devolution deal. It is very important that Southend plays an active role in these discussions. It is also important to be clear that this is not about local government reorganisation, but the transfer of certain powers and money from central government."

"There are three levels of devolution. One is an informal joint working arrangement between the authorities. Another is a combined county authority and the third is a combined authority with the addition of an elected mayor. Southend will explore both option two and three. Any mayoral candidate would be chosen locally."
