Bid to turn former convent into HMO

PLANS have been submitted to Thurrock Council to convert a former convent in Tilbury into a 20‑bed house of multiple occupation (HMO).
The application relates to the former Convent of Mercy on Malta Road, which was previously home to the Sisters of Mercy after being occupied by the Institute of Our Lady of Mercy. The religious order later vacated the site, and the building has since been left empty.
Applicant Dole Nunn Investments has had its application valdidated by Thurrock Council.
The large, two‑and‑a‑half storey detached property sits on a site measuring around 0.23 acres, according to a planning statement prepared by agents MJD Planning Ltd.
Under the proposals, the former convent's 16 existing bedrooms, along with bathrooms, the chapel and linking spaces, would be reconfigured to create high‑quality accommodation for up to 20 residents.
The plans rely mainly on internal alterations and include only minor external changes, such as the addition of a new window to replace an existing garage door.
The planning agent said the building is structurally sound and in good condition, adding that the conversion can be carried out without harming neighbouring properties or local amenities.
The scheme aims to bring the long‑vacant building back into residential use and provide housing for the local community.
Residents are being invited to comment on the proposal, with a neighbour consultation open until Thursday, 28 May.
Thurrock Council is expected to make a decision on the application by Tuesday, 30 June.
The applicant and agent for the proposal have all both been contacted for comment.
