College tempted by council offer to sell it ownership of Grays college freehold

SOUTH Essex College has confirmed it is open to purchasing the freehold of land currently occupied by Thurrock College, as Thurrock Council continues to sell assets to reduce debt.

The council owns the freehold of the Grays site under a 125-year ground lease, which runs until 2137 and generates a nominal annual rent of £4,500.

However, the council, which is struggling with a £1 billion debt, has concluded that selling the land would provide a stronger financial return than retaining it, given the minimal income.

As part of the disposal process, South Essex College will be invited to express interest as a "special purchaser" due to its existing long leasehold. The sale could proceed via private treaty or auction, with overage provisions and restrictive covenants considered to protect the council's financial and planning interests.

In a statement, South Essex Colleges Group acknowledged the council's position, saying: "We understand that Thurrock Council must do what is right with regards to its civic responsibilities. The proposed sale of the ground lease for the land that Thurrock College is sited on is therefore understood."

Principal and CEO Denise Brown reassured students and staff that the college's future remains secure. She said: "Our focus for our community is continuity and growth. Whether through lease negotiations or existing arrangements, Thurrock College will remain a cornerstone for further education in the region."

She added that the college is prepared to negotiate a purchase to safeguard its long-term presence. She said: "Thurrock College has more than 100 years left on its lease, and we look forward to many more happy years in this location, whoever owns the land.

"Moreover, we are happy to negotiate purchasing the land to maintain our ongoing legacy and ensure we can continue to provide the skills and training our local community needs into the next century and beyond."

A council report states the site offers no operational or regeneration benefit and that disposal represents the best financial option. Market conditions and professional advice will determine the next steps.

Last week, Thurrock Council's cabinet agreed the sale of the site of South Essex College, Grays along with land at Catherine Close, and Edward Close, Grays and land to the north and south of The Manorway, Stanford-le-Hope.
