Concern about some details of college site care home development plan but residents are refrained and restrained

THERE has been a muted local response to the submission of plans for an 86 bedroom care home and eight houses on the site of the former Adult Community College in Grays.

Proposals were put forward by developers Propco (Grays) Ltd in April and have attracted comment from formal consultees, with issues raised by the police and council infrastructure teams among others.

The council's environmental health team would like a construction environmental management plan in place before any work begins to alleviate concerns about the impact of construction on neighbouring residents.

Thurrock Council is also the local lead authority for managing flood risk and it has presented 'a holding objection' to the scheme until more detailed plans are presented to mitigate potential flooding.

Police say they would like to discuss the proposed retention of the footpath that leads from Bridge Road into the development site, saying: "We are concerned that the resulting permeability from the inclusion of this footpath may adversely impact the proposed care home and housing.

"There are already two additional footpaths providing access from Bridge Road which are immediately adjacent to the site on both sides, and we therefore believe that this permeability aspect of the environmental design is worthy of discussion.

"We would welcome the opportunity for engagement with the design team to discuss the security design aspects of the development to ensure provision of a safe and secure environment for the future."

However, comment from residents has been limited, with a few social media posts but no-one has yet commented formally on the council's planning portal.

Considerable concern was expressed by local residents in 2022 after the college buildings were demolished - adding to long-running worries over parking problems in the area that might be caused by any new development.

Thurrock Council paid for demolition of the college, but have not disclosed the cost. The authority still has ownership of the site, though Thurrock Nub news understands an agreement is in place to sell (at an as yet undisclosed price) if planning permission is granted. Previous other such deals with potential site developers have fallen through.
